It was always expected that developer Brian Hirahara would try to make a big restaurant splash for his signature new three-story development in the heart of downtown Walnut Creek. He did just that when he announced that acclaimed Spanish tapas restaurant Telefèric Barcelona would be filling the second-floor space with its first U.S. location.
